The "Voice of God" also known as Synthetic Telepathy is a patented capability which has been around for decades. Truthfully, under different circumstances, I would like and get along well with many people being used today. However, I realize this is war for my life and have to stay grounded in this truth and it is not a personality contest and I don't need to be liked! Any coward refusing to be involved could become a victim too. Some just want to fit in and be accepted after believing they have arrived in middle class America.

The entire black community has been targeted for DECADES as lab rats The mind control effort has created black on black crime, saggin pants, homosexuals due to patented High tech sexual stimulation and mind control in the prison system, a large testing ground, and used to spread CIA crack cocaine and destroyed an entire community. Believe it or not, Saggin backwards spells Niggas. Those at the helm of this technology, designed to control individuals, groups and large populations, for decades, are laughing their asses off as young black men run around looking like clowns and beamed instead they are gansters. Pants sagging symbolizes prison system homosexuality in continued efforts to emasculate black men part of hatred. Since slavery they have also been programmed that their women are whores after used by the Massah and still today, allowing this promotion in ghetto music.

This is a system of being against blacks since brought to this country on the ship. Many know that in order to survive they must do as they are told after witnessing what has happened to many others. Frankly no one is going to put their lives on the line for me, but many of us, of all races, are willing to do so for them.

My problem with them is that they will torture and kill you for their psychopath Massahs and are psychopaths in the program as well. I fully grasp this as the black men around me in the joint effort continue to prove spearheading this slow kill. It appears also those they hire will do so as well!

Individual privacy protections implicated by UAV use are based on different areas of law depending on whether the operator is a private individual or government agent. Government agents’ UAV use may be restricted by the Fourth Amendment. Private UAV operators are not subject to these constitutional restrictions but may be subject to tort liability in some circumstances. Some states also have specific statutory restrictions on UAVs.

What is the state of the law protecting individual privacy interests from potential invasion by domestic use of Unmanned Aerial Vehicles or drones? The Office of Legislative Research is not authorized to provide legal opinions and this report should not be considered one.

SUMMARY

Unmanned Aerial Vehicles (UAVs), commonly known as drones, are a class of aircraft that can fly without a human operator onboard. UAVs come in a variety of sizes, ranging from small aircraft to the size of conventional aircraft. UAVs are also referred to as unmanned aerial systems (UAS), a term that includes the aircraft and any ground-based pilots, computers, or equipment supporting the UAV. Some UAVs are remotely operated while others fly autonomously along predetermined paths. The domestic use of UAVs by the government and private individuals has significant privacy implications.

Compared to traditional surveillance techniques and technologies, UAVs are a much more adaptable and flexible technology. They are able to surreptitiously track and monitor individuals for long periods, fly into areas that are difficult or dangerous for a human pilot to reach, and can carry technology, such as thermal imaging cameras, that effectively allow the operator to “peer through walls.”

The domestic use of UAVs implicates the privacy interests of private citizens in distinct ways depending on the operator. Governmental use of UAVs is subject to federal Constitutional constraints under the Fourth Amendment’s prohibition on unreasonable search and seizure. It is difficult to know how the Fourth Amendment will apply to UAVs; however, several U.S. Supreme Court cases addressing warrantless aerial surveillance suggest the government may have wide latitude in conducting warrantless surveillance with UAVs.

For private UAV operators, in the absence of statutes setting out specific rights and remedies, privacy interests could be protected in certain circumstances using the tort of invasion of privacy through an unreasonable intrusion upon the seclusion of another. Prevailing on such a claim would entitle the plaintiff to money damages and potentially a court order prohibiting further violations. The use of UAVs by government agents or private individuals may also be constrained by statute. Currently, there is no specific statutory restraint on UAV use in Connecticut. At least 16 states have adopted laws specifically addressing UAVs.

While the Federal Aviation Administration (FAA) is currently drafting regulations to govern the domestic use of UAVs, the agency has stated the regulations will not address privacy concerns. According to the agency, its obligation to regulate UAVs does not include developing or enforcing policies concerning privacy or civil liberties issues. However, in November 2013, the FAA released a privacy policy governing agency-approved UAV test sites. The policy includes requirements to: (1) have a written, publicly available privacy policy; (2) allow for public comment as part of an annual privacy policy review; (3) require all operators at the test site to have a written plan for use and retention of all data acquired by a UAV; and (4) comply with all applicable local, state, and federal laws concerning privacy and civil liberties…………….

CONSTITUTIONAL LIMITATIONS ON GOVERNMENTAL OPERATORS

Individual privacy interests are primarily protected against government intrusion by the Fourth Amendment to the United States Constitution, which guarantees “the right of the people to be secure in their persons, houses, papers, and effects, against unreasonable search and seizure.”

At its most basic level, this amendment requires the government to obtain a search warrant from a court before conducting a search. To obtain a search warrant, law enforcement officers must show there is probable cause to believe that sought-after evidence is present at the place to be searched. The warrant request must describe with particularity the place to be searched and the items sought. Searches that go beyond the place and items described in the warrant may be unconstitutional. But not all searches are subject to the Fourth Amendment protections.

For Fourth Amendment purposes, a search occurs when a governmental agent infringes a person’s reasonable expectation of privacy. This can include physical searches as well as surveillance. Among the many privacy interests protected by the Fourth Amendment, the strongest protection applies to a person’s home and, to a degree, certain areas around the home, known as the “curtilage.” To a lesser degree, the Fourth Amendment also protects the interests of individuals in maintaining privacy in their movements. But Fourth Amendment protections are not absolute.

Courts have upheld warrantless surveillance of private property conducted from public areas with a view of the private property. Because of the uncertainty of how UAVs will be used domestically and how they will interact with the Fourth Amendment, it is helpful to consider cases where searches were conducted from aircraft flying over private property and where police used technological aids to track suspects.

The purpose of targeting is to integrate and synchronize fires into joint operations. All potential targets and all targets nominated for attack continually change in importance due to the dynamic nature of the operational environment. C13.1. APPLICABILITY
This procedure applies to experimentation on human subjects if such experimentation is conducted by or on behalf of a DoD intelligence component. This procedure does not apply to experimentation on animal subjects.

C13.2. EXPLANATION OF UNDEFINED TERMS

C13.2.1. Experimentation in this context means any research or testing activity involving human subjects, those considered unwitting, those targeted for surveillance and those charged with a crime that may expose such subjects to the possibility of permanent or temporary injury (including physical or psychological damage and damage to the reputation of such persons) beyond the risks of injury to which such subjects are ordinarily exposed in their daily lives.

C13.2.2. Experimentation is conducted on behalf of a DoD intelligence component if it is conducted under contract to that component or to another DoD Component for the benefit of the intelligence component or at the request of such a component regardless of the existence of a contractual relationship.

C13.2.3. Human subjects in this context includes any person whether or not such person is a United States person.

The clicks are generated directly inside the human head without the need of any receiving electronic device. The microwave auditory effect was later discovered to be inducible with shorter-wavelength portions of the electromagnetic spectrum. During the Cold War era, the American neuroscientist Allan H. Pulsed microwave radiation can be heard by some workers; the irradiated personnel perceive auditory sensations of clicking or buzzing. This document details horrific actions that have been authorized by the DOD agency and has been passed from contractor to contractor, for decades, that is leading to the death of hundreds of thousands (to millions) of United States citizens that ‘they’ have defined as ‘unwitting U.S. Persons’, unknowledgeable of the harms that ‘torture-testing’ has done to the health of many U.S. Citizens who are not aware of these abuses by thousands of corporations and even some government agencies. These inhumane actions are no different than the actions addressed by former President Clinton in his apology to the American Citizens for such abuses as linked below, nor the legislation and attempted ‘Senate Bills’ written by former Ohio Congressman Dennis Kucinich to protect the citizens of this country. And why did they fail? Senators receive millions in corporate donations from these same corporations. Senators in small committees have sign what are called ‘Senate Authorizations and Appropriations Bills to allow these corporations to build these ‘torture devices’, and ‘test chemicals’ in our air; over their entire states for decades, and the hidden ‘DoD Directive 5240.1-r – Procedure 13 Human Experimentation (on all citizens) for Intelligence Purposes’, has allowed for the torture and destruction of a once great country….. now being destroyed for corporate greed and ignorance.
Corporate greed now funded by foreign countries???? Yet these actions against the citizens of this country are being conducted mainly by American citizens, law enforcement contractors, and other groups that were originally formed for the good of this nation. Now committing criminal acts against each other.

But with the advancement of technology, drones will be equipped with high powered cameras, thermal imaging, and the capacity to see through walls.

Public actors (those acting on behalf of a government body and thus subject to regulation under the United States Constitution), including private citizens acting under the instruction of a public actor, must follow the Fourth Amendment requirements if they are engaged in a search.

The use of drones by public actors raises serious questions about the reasonable search requirement. Drones are capable of amassing large amounts of data. They can be equipped with various functions including live-feed video, infrared cameras, heat sensors, and radar. Some of the newer drones are capable of capturing images on super high resolution cameras that can track people and vehicles from high altitudes.

Some drones can even eavesdrop on electronic transmissions and crack Wi-Fi networks and intercept text messages and cell phone conversations.21 Yet a public actor may be able to argue that the use of a drone does not constitute a search because the actor did not physically intrude on a constitutionally protected area or that the individual did not have an expectation of privacy.

At the moment the general rule is if law enforcement uses technology that is not available to the general public, it must need a warrant for the search. This leaves open the assumption that a drone can use unsophisticated technology to view people and objects in plain view without triggering a Fourth Amendment violation. With the rapid advancement of technology, this entire area of law remains undefined.

Surveillance drones are equipped with sophisticated imaging technology that provides the ability to obtain detailed photographs of terrain, people, homes, and even small objects.

Gigapixel cameras used to outfit drones are among the highest definition cameras available, and can "provide real-time video streams at a rate of 10 frames a second." On some drones, operators can track up to 65 different targets across a distance of 65 square miles.

Drones may also carry infrared cameras, heat sensors, GPS, sensors that detect movement, and automated license plate readers. In the near future these cameras may include facial recognition technology that would make it possible to remotely identify individuals in parks, schools, and at political gatherings.

Drones present a unique threat to privacy. Drones are designed to undertake constant, persistent surveillance to a degree that former methods of video surveillance were unable to achieve. "By virtue of their design, their size, and how high they can fly, [drones] can operate undetected in urban and rural environments."

The increased use of drones poses an ongoing threat to every person residing within the United States. Companies are developing "paparazzi drones" in order to follow and photograph celebrities. Private detectives are starting to use drones to track their targets. Google, inc. has deployed street-level drones in other countries to supplement the images of Street View. Criminals and others may use drones for purposes of stalking and harassment.

The consequences of increased government surveillance through the use of drones are even more troubling. The ability to link facial recognition capabilities on drone cameras to the FBI's Next Generation Identification database or DHS' IDENT database, two of the largest collections of biometric data in the world, increases the First Amendment risks for would-be political dissidents. In addition, the use of drones implicates significant Fourth Amendment interests and well established common law privacy rights. With special capabilities and enhanced equipment, drones are able to conduct far-more detailed surveillance, obtaining high-resolution picture and video, peering inside high-level windows, and through solid barriers, such as fences, trees, and even walls.

Drones in the United States

Since 2005, the FAA has issued 78 certificates to commercial drones. The FAA has had to increase staffing in order to keep up with the mounting demand for government licenses. In late 2010, there were 273 active government licenses, nearly 100 more than the previous year. Reports in 2012 demonstrate that the FAA has issued more than 300 drone licenses. Only minimal information has been released on the nature and function of these drones.

Many law enforcement offices in the United States have purchased drones, including Montgomery, Texas, Seattle, Washington, and Gadsden, Alabama. The Governor of Virginia said in 2012 that he thought it would be "great" to have drones flying over his State. The Miami-Dade Police Department in Florida used Federal grant money to purchase a small drone vehicle. Reports dating back to 2008 explain that Miami was seeking to use a small drone known as a Micro-Air Vehicle, "to gather real time information in situations which may be too dangerous for officers." However, police have admitted that the drone can be used to look into houses.

As of December 2010, the FAA was reporting that they were cooperating with urban police departments in Houston and Miami on test programs involving unmanned aircraft. One drone manufacturer advertises on its webpage that police offices that want to own a drone should seek funding from the Department of Homeland Security.

The reason they are using the implants is to track, surveil, law enforcement, torture, delete you. This is the program of the US gov, NSA, Homeland Security, DOD (Original DOD Directive 5240.1.R saved 882013), and others in power. The system of medical Body Are Networks is called smart implants, a system of intra-body implants that communicate between each other. This is called ubiquitous health monitoring in medical terms but we all know the “this may help the entire human race” crap. Everything is weaponized first (RESEARCH+3-16-2015+PLACEMENT+OF+MBANS+ON+A+PERSON)

The FCC rules for the body is to limit RF to 1-10 mW/c2 but ultrasound can use power up to 70 mW/m2. Ultrasound is used for communication through body tissues, not RF. Ultrasound is used to stimulate implants because it travels deep into the joints and tissues. Any of the technologies we experience that include pressure and cause movement, like a body shock, includes an acoustic component. RF doesn’t actually have the ability to move a body except with electric shock, but an acoustic wave does. The communication is done with wave packets. Everyone is supposed to be chipped by 2017. The FCC has set aside an ultrawide band just for these devices. This occurs through the local area hospitals. That is why they are already set up to vibrate and radiate you when you get there. They already have the system set up there and have a hospital bandwidth dedicated to that. When we took Neal’s mother to the hospital when she fell down, we were sitting in the lobby checking in and a nurse came in the emergency room door, stood there, pointed a device at me and walked back out. Then they proceeded to hurt me the whole time I was there.

They may have used other things in the past, but I think they are now using the quick way of implanting people, especially while in a motel room. You also get a free cochlear implant. That’s how they can talk to you, make your nose bleed, send out a pulse to rupture blood vessels in your nose. At some point, you get eye implants so they can see what you are seeing. There is no way all this is part of a system without implants. It is all monitored through the same computer. The implants or at least some of them are programmable. That’s why they get your personal frequencies first so they can put those in and calculate the algorithms necessary to coordinate them all.

The various types of smart implants are sensors. The one in the foot is a pressure sensor with an accelerometer in it. The one in the top of the arm is a motion sensor. The once in the chest can make you feel like you are having a heart attack. The ones in the knees come from knee replacement science. They each do something different so you will get a specific frequency within the range starting at 400 MHz. In 1999 the FCC gave the bands 402-405 MHz for tissue penetration. Each person’s transponder in their head has its own MAC address so it can be dialed up with a cell phone. They get your location and send the acoustic signals your way to zap you in public, even outside, anywhere. Looking at the pictures in my video, you see the system uses satellites. They want every second of your life to be lived in pain or trying to get out of pain. The system actually communicates with your implants and they send out a signal for neurostimulation causing pain. You may have a constant microwave signal on you though, I’m not saying that every tool they are using against us involves ultrasound but up to now, no one seems to include that in their inquiries. They use ultrasound pulses to massage your joints and muscles, to make noises against window panes, noises in mid-air, make things move, make noises in the attic.

MicroTransponder has a patent pending for a delivery system for implanting an array of neurotransponders next to a peripheral nerve by means of a hypodermic needle. The individual transponders can be linked together to form a cluster, and make removal simpler. Each neurotransponder is about 1mm long and .25 mm in diameter., small enough for dozens to be implanted simultaneously in a single location. The transponder is a microcoil, an integrated circuit that includes a rectifer, capacitor and a junction field-effect transistor that is used as a switch (based on RFID). This may not be the exact one we are dealing with but it is very close due to the fact that they are placing a transponder right next to a nerve. Neural activity is detected by electrodes which stimulate nerves. The part of a nervous system that generates pain is called a noviceptor. That Dr. Martin in the Orlando FL university did the research to optimize the pain for the Army and DOD.

That’s the run down on the Wireless Intra-Body Area Network. The first implants that need to be removed are in your head. I just hope they haven’t chipped your child. It is very possible. They have been chipping anyone who’s been in a hospital, no matter what you go there for. The man in CA who got his removed had two sons 3 and 5 who were chipped. They have been shocking and vibrating the children so they can’t sleep.

FYI, there is an implant that can swim in the bloodstream. One guy says he feels something swimming up and down his spine. There is an implant that can give you an orgasm at the push of a button. The applications are pretty endless.

All this means that you need to remove the implants or shield using materials that block ultrasound like sound deadener material they use for cars like ExtremeMat or FATMAT. They deaden noise and stop vibrations. Conductive rubber stops the EMF and the acoustic components. Its what is used to cover SmartMeters that pulse through the house. I have been testing these materials and have found the combination which works best for an enclosure. You can get the brain harassment down a little by wearing a leather hat with sheet aluminum and butyl rubber packed in it. Linqstat works too so a hat with the impedence factor and the blocking factor is what you need. I get out of their system quite a bit and they have to send someone out to reconnect me.

People show up (mind controlled workers of these agencies and Criminal Enterprises) walking down the street. Sometimes its a slow moving car, another day it was a very young woman pushing a baby in a stroller who squatted down as if to do something with her baby but was holding a smartphone towards the house. Its a game, “Are they stalkers or not?” The last two were a Mexican girl in 4 inch heels (nobody takes a walk in those) and a skinhead with tattoos. She was carrying the phone and I was out in the yard taking readings. They went to the corner and stood by the stop sign so I started walking that way. When they saw me they started walking down the sidewalk. I followed them. When we got to the little store, they stopped at the stop sign and I caught up to them. The prostitute turned around and said, “You’re crazy.” You know what that means. Was I right?

So they use their phones to talk to the transponder with our MAC address to connect us so they can send the directed energy in the form of a magnetically pulsed ultrasound stimulator transmission for talking to implants in the human body. This is called “wake up circuitry.” Much more research needs to be done on this subject. We need those who are taking readings from their body to record those and match them up with the implants and their specifications. This is all on the internet but the correct concepts and the specific search words need to be used.
